Crime and social order evolved significantly over nineteenth and twentieth centuries. The culture of crime control influenced the contemporary criminal justice policies across the world. David Garland contributed significantly to the field of criminology and the social theory. In his work, he discussed how the field of crime control emerged in United States of America (USA) and United Kingdom (UK) in late modernity and referred to it as crime complex. He highlighted that the crime rate has evolved and sustained by changes in the cultural assumptions and economic and social factors. Garland’s work on contemporary developments in USA and UK has highlighted the decline of rehabilitation, strengthening role of victim and growing use of imprisonment and public protection. This essay discusses Garland’s theories about the changing aspects of crime control, which evolved in US and UK. The essay then discusses the emergence of Irish Justice system based on Garland’s concepts.
