This article brilliantly predicts the decision making process in organizations with an entirely new perspective and its structural approach to the process of decision making provide the link between problem and decision makers through choice opportunity. According to this article problem is a consequence of making a choice that it arises when a choice has been made by the organization. Just for the sake of understanding of the decision process, author view the choice opportunity as a garbage can, where problems and solutions flow simultaneously generated by the decision makers. So he named his model “Garbage Can”. Choice opportunity is actually an occasion when decision makers are expected to make a choice. Author view the decision as an outcome of four independent streams and these four streams include problems, solutions, participants and choice opportunities. Organization segmentation is described with respect to entirely two new dimensions. First is with respect to relationship between problem and choice and second is with respect to relationship between decision maker and choice.
