• “A £300m deal to build the six-mile wall for the world's first tidal lagoon power plant in Swansea Bay has been awarded to a company from China. China Harbour Engineering Company will open a base in the UK and spend half of the contract's value on a British workforce, partners and supply chain.
• Prime Minister David Cameron said the deal was "win-win" for both countries.
• About 1,850 construction jobs could be created by the £1bn lagoon project, which could operate from 2018.
• Mark Shorrock, chief executive of Tidal Lagoon Power, said: "I have worked in China, speak Chinese and have huge esteem for China's delivery capability and ability to deliver projects to time and budget."
• The two firms could also work together for the development of similar projects in Asia.
• Speaking during Prime Minister's Questions on Wednesday, Mr Cameron added: "It's [Swansea Bay] subject to a planning decision, but I think tidal power does have significant potential. "I've seen some of the plans for myself and I hope this is something we can make progress on and obviously attracting investment into the country to help make it happen is a win-win for both countries."
• The deal could also lead to further investment with China Harbour Engineering Company - one of the world's largest specialist marine engineering contractors and investors - looking at growing its presence in the UK and Europe over the next decade.

• The client is looking for consultants to provide a report bid outlining how they would produce a study that outlines the following:
• A feasibility study needs to be undertaken to assess if the goal of 50% of the contract value can be realised via the UK supply chain. The project will need to enable the client to understand the current UK supply chain capability, including future capacity, to contribute to the Lagoon’s needed 6 mile walkway.
• Project Timescale
• The duration of the project is 6 Months.
• Deliverable
• Consultants need to produce a 6,000 word report outlining the main objectives of the study and the methods that would be employed – following the structure provided. In addition, an ‘A3 Report’ summarising the approach to this project needs to be provided.

Description

Feasibility study is important in project management as it enables the stakeholders to identify the risks, financial and resource requirements (Karis, 2017). It is the initial design stage of a project, which helps in analyzing if the project is possible or not. Feasibility studies are conducted to determine the viability of the idea before proceeding with development process (Munska, 2013). The feasibility study involves investigation of investment and the level of current expenditure. Through the study it is assessed whether the project can generate an equal or a higher rate of return during its lifetime. Feasibility study involves assessing various aspects of the project including the assessment of the supply chain for its efficiency (Munska, 2013). Supply chain management is a set of processes, which links all the parts of the business in synchronized manner to achieve the desired objective (Lambert, 2014). In supply chain management, assessment of functions, structure and resources required is essential. The assessment of suppliers is also essential as it enables the respective organization to choose the right supplier to ensure effectiveness and efficiency in the supply chain process (Karis, 2017). Supply chain process is aimed at transforming the raw input to the finished product and there are various stakeholders who participate in the process a£ certain point of time (Lambert, 2014). The world’s first tidal lagoon power plant in Swansea Bay is a £ 300 million project aimed at generating and supplying clean energy (Bourke, 2017). The project has been considered as important as it would generate 1,850 construction jobs along with producing electricity. The contract has been awarded to a Chinese company and has emphasized that half of contracts value will be spent on British supply chain, partners and workforce, which would add significant value to the country’s economy (Bourke, 2017). This report provides the outline for the feasibility study to be carried out to assess whether half of contract value will be realized through the local supply chain.
