Description
Civil services are the main administrative branches of government, which includes personnel working in government ministries, agencies and departments (Foulke, 2017). The personnel provide direction on, development and implementation of government strategies and programmes along with management of day-to-day activities (Rao, 2013). Civil service reform is mainly aimed at putting an end to changes made in processes and structures of public sector organizations with an aim of getting them to operate effectively and efficiently (Foulke, 2017). One of the reasons for failed reform is technocratic approach wherein it is assumed that introduction of formal rules is sufficient change behavior (Repucci, 2014). There are several challenges in designing and following civil service reforms and are influenced by internal and external stakeholders. This report critically analyzes if bureaucratic resistance is the main challenge in civil service reform.
